India’s journey toward digital governance represents one of the most ambitious public sector transformations in the world. From the early days of standalone computers in government offices to today’s integrated digital health ecosystems, the country has steadily built a digital backbone that now touches the lives of over a billion citizens. Understanding this evolution helps us appreciate both the complexity of digital transformation and the strategic vision required to achieve it at a national scale.

The early days: computerization and isolated initiatives (pre-2000)
The establishment of the Department of Electronics in 1970 marked India’s first formal step toward leveraging technology for governance. This foundational move brought “information” and its communication into sharper focus within government operations. A few years later, in 1977, the National Informatics Centre (NIC) was established, which launched the District Information System program aimed at computerizing all district offices across the country.
However, the real momentum came in 1987 with the launch of NICNET, India’s first national satellite-based computer network. This was followed by the District Information System of NIC (DISNIC) program, which offered free hardware and software to state governments. By 1990, NICNET had extended through state capitals to all district headquarters.
During this period, e-governance evolved through distinct phases. It began with basic computerization where government offices adopted personal computers for word processing and data management. This was followed by networking, which connected offices for inter-departmental information sharing. Eventually, an online presence emerged as departments created websites offering basic information to citizens.
Yet, these early efforts remained largely siloed. Projects like the computerization of Indian Railways’ passenger reservation system demonstrated potential, but most initiatives lacked integration and a unified strategic direction. The absence of a cohesive national framework meant that individual departments worked in isolation, limiting the citizen impact of these technological investments.
The turning point: National e-Governance Plan (NeGP) 2006
The Government of India approved the National e-Governance Plan (NeGP) on May 18, 2006, marking a strategic shift from isolated projects to a consolidated national framework. Formulated jointly by the Department of Electronics and Information Technology and the Department of Administrative Reforms and Public Grievances, NeGP carried a clear vision: to make all government services accessible to citizens through common service delivery outlets while ensuring efficiency, transparency, and reliability at affordable costs.
Initially, NeGP comprised 27 Mission Mode Projects (MMPs) and 8 components. By 2011, four additional MMPs covering Health, Education, Posts, and the Public Distribution System were added, bringing the total to 31. Under NeGP 2.0 in 2015, this expanded further to 44 MMPs, including new projects like e-Sansad, e-Vidhaan, Financial Inclusion, and Urban Governance.
Core infrastructure components
NeGP established critical infrastructure that would serve as the backbone for digital governance. State Wide Area Networks (SWANs) provided connectivity across government departments. State Data Centres (SDCs) offered secure hosting for e-governance applications. And Common Service Centres (CSCs) emerged as last-mile delivery points, eventually growing to over 5.31 lakh centres providing more than 400 digital services to rural and urban areas.
The plan enabled three key types of service interactions: Government-to-Citizen (G2C) for public services, Government-to-Business (G2B) for commercial interactions, and Government-to-Government (G2G) for inter-departmental coordination. This structured approach transformed scattered computerization efforts into a coordinated national movement.
The umbrella vision: Digital India Programme (2015)
On July 1, 2015, Prime Minister Narendra Modi launched the Digital India Programme, transforming NeGP into a holistic vision for a digitally empowered society. Projected at โน1,13,000 crore, this programme weaves together multiple ideas into a single comprehensive vision where each initiative contributes to larger national goals.
The programme is centred on three key vision areas. First, Digital Infrastructure as a Utility to Every Citizen ensures high-speed internet and digital identity become universally accessible. Second, Governance and Services on Demand focuses on seamlessly integrating services across departments and delivering them through online and mobile platforms. Third, Digital Empowerment of Citizens emphasizes universal digital literacy and availability of resources in Indian languages.
The nine pillars of Digital India
To implement these vision areas, Digital India identified nine foundational pillars. Broadband Highways aims to connect villages and urban areas with high-speed internet. Universal Access to Mobile Connectivity focuses on filling network coverage gaps. Public Internet Access Programme strengthens CSCs and converts post offices into multi-service centres.
The e-Governance pillar reforms government through technology, while e-Kranti drives electronic service delivery across sectors including education, healthcare, and agriculture. Information for All ensures data transparency, and Electronics Manufacturing promotes domestic production. IT for Jobs provides youth with skills for the digital economy, and Early Harvest Programmes delivers quick-win initiatives like biometric attendance and Wi-Fi in public spaces.
Architecting the future: India Enterprise Architecture (IndEA)
While NeGP and Digital India provided the vision and programmes, there remained a critical need for a unified architectural framework to ensure interoperability across government systems. The India Enterprise Architecture (IndEA), developed between October 2016 and June 2017 by a working group under STQC, Ministry of Electronics and IT, addresses this need.
IndEA is not an enterprise architecture in itself but rather a comprehensive framework for developing enterprise architectures. It treats the government as a “single enterprise” or, more accurately, an Enterprise of Enterprises that are functionally inter-related. The framework’s vision is to offer citizens a “One Government” experience through cashless, paperless, and faceless services enabled by seamless information flow.
The eight reference models
IndEA comprises eight reference models that together create a holistic architecture. The Performance Reference Model (PRM) aligns government priorities with Sustainable Development Goals and measurable outcomes. The Business Reference Model (BRM) standardizes business services across agencies. The Data Reference Model (DRM) provides structures for managing metadata, data relationships, and security. The Application Reference Model (ARM) identifies reusable application capabilities.
Additionally, the Technology Reference Model (TRM) guides infrastructure decisions. The Integration Reference Model (IRM) ensures system interconnectivity. The Security Reference Model (SRM) establishes cybersecurity protocols. Finally, the Governance Reference Model (GRM) defines oversight structures and responsibilities.
Based on The Open Group Architecture Framework (TOGAF), IndEA follows a federated architecture approach, accommodating both new (greenfield) and existing (brownfield) e-governance initiatives. The framework has since evolved into InDEA 2.0, which emphasizes open digital ecosystems, value-driven approaches, and capability building.
Setting the standard: Digital Service Standards (DSS)
With architectures in place, the next challenge was ensuring uniformity and excellence in how digital services are designed, delivered, and measured. The Digital Service Standard (DSS), developed between November 2017 and March 2018 by a working group under STQC, addresses this need.
DSS distinguishes between traditional e-services and true digital services. A digital service is defined as a paperless, cashless, and faceless service delivered seamlessly over electronic channels. The standard comprises over 170 guidelines organized across the complete service lifecycle.
The four-stage lifecycle
DSS follows a lifecycle approach encompassing four stages. Define involves specifying service scope, levels, and user expectations. Realize covers the design, development, and deployment of services following best practices. Govern establishes oversight mechanisms, compliance requirements, and continuous improvement processes. Measure tracks performance against defined service levels and user satisfaction metrics.
The standards emphasize several key principles including technology-agnostic design (services should not depend on specific technologies), inclusivity and accessibility (services must cater to all citizens including those with disabilities), and enhanced user experience (intuitive interfaces that minimize citizen effort). Crucially, DSS mandates a Whole-of-Government approach, requiring departments to conform to enterprise architecture standards like IndEA for true interoperability.
Transforming healthcare: Digital Health Mission
The Ayushman Bharat Digital Mission (ABDM), originally formulated as the National Digital Health Mission in 2018 and launched by Prime Minister Modi on September 27, 2021, applies these governance frameworks to healthcare. The mission aims to create a national digital health ecosystem that supports universal health coverage in an efficient, accessible, and inclusive manner.
Core building blocks
At the heart of ABDM is the Ayushman Bharat Health Account (ABHA), previously known as Health ID. This unique 14-digit identifier serves as a citizen’s digital passport for accessing healthcare services across India. It acts as a repository for all health-related information, accessible only with the individual’s consent.
The Healthcare Professionals Registry (HPR) maintains a verified database of licensed healthcare professionals. The Health Facility Registry (HFR) catalogues hospitals, clinics, and healthcare centres nationwide, enabling patients to locate providers easily. Personal Health Records (PHR) allow individuals to manage their complete medical history, including lab reports, prescriptions, and treatment details, across multiple healthcare facilities.
Privacy and interoperability
ABDM is designed with strong emphasis on data privacy. Healthcare providers can access patient records only with explicit consent. The system follows international standards for health data interoperability, enabling seamless information exchange between public and private healthcare providers. As of now, over 23 crore ABHA IDs have been created, with digital health transactions growing significantly across the country.
The mission represents the culmination of India’s e-governance evolution, applying lessons learned from NeGP, Digital India, IndEA, and DSS to address one of the most personal and critical aspects of citizen welfare: healthcare.
Looking ahead
India’s e-governance journey demonstrates how sustained political will, strategic frameworks, and incremental learning can transform public service delivery at scale. From isolated computerization projects to integrated digital ecosystems, the evolution reflects growing sophistication in how governments can leverage technology for citizen benefit.
The frameworks now in place, including IndEA 2.0, DSS, and sector-specific architectures like ABDM, position India to adopt emerging technologies like artificial intelligence, blockchain, and IoT in governance. The focus continues shifting from merely digitizing existing processes to fundamentally reimagining how government and citizens interact.
