As India rapidly digitizes its economy and governance, the threat landscape has expanded dramatically. Cybercrimes ranging from financial fraud to online harassment have become a pressing concern. To address these challenges, multiple government organizations now work in coordination to protect citizens, investigate crimes, and promote digital awareness. Understanding how these bodies function can help individuals navigate the cybersecurity ecosystem more effectively.

National Cyber Crime Reporting Portal: India’s first line of defense

The National Cyber Crime Reporting Portal serves as a centralized platform where Indian citizens can report various types of cybercrimes. Launched on August 30, 2019, the portal was designed as a citizen-centric initiative with special focus on crimes against women and children. The portal handles complaints related to hacking, identity theft, online fraud, cyberbullying, and financial scams.

A critical component of this portal is the Citizen Financial Cyber Fraud Reporting and Management System, which connects over 85 banks, payment intermediaries, and digital wallets with law enforcement agencies. Citizens can report financial cybercrimes through the dedicated helpline number 1930, which operates around the clock in all States and Union Territories. According to government data, this system has saved more than โ‚น3,431 crore in over 9.94 lakh complaints by preventing fraudulent fund transfers.

How the reporting process works

When a victim files a complaint, the system automatically routes it to the appropriate State or Union Territory law enforcement agency based on jurisdiction. Complainants can track their case progress using a unique reference number. The portal ensures transparency by allowing users to view status updates, actions taken, and pending investigations. Law enforcement agencies handle the conversion of complaints into FIRs and subsequent investigations as per legal provisions.

Indian Cyber Crime Coordination Centre (I4C): The nodal agency

The Indian Cyber Crime Coordination Centre functions as the central framework for dealing with cybercrimes comprehensively across India. Approved in October 2018 with a budget of โ‚น415.86 crore, the I4C was inaugurated by Home Minister Amit Shah in January 2020. It operates under the Ministry of Home Affairs and serves as the nodal point for all cybercrime-related activities in the country.

Seven key components of I4C

The I4C scheme comprises seven specialized units that work together:

National Cyber Crime Threat Analytics Unit: This component analyzes cybercrime patterns, produces threat intelligence reports, and creates a multi-stakeholder environment bringing together law enforcement specialists and industry experts.

National Cyber Crime Reporting Portal: The public-facing component discussed earlier, enabling citizens to report incidents online.

National Cyber Crime Training Centre (NCTC): This unit focuses on capacity building through the CyTrain portal, a Massive Open Online Courses platform that provides training on cybercrime investigation and forensics to police officers and judicial officers.

Cyber Crime Ecosystem Management Unit: Develops standard operating procedures and coordinates between academia, industry, and government bodies.

National Cyber Crime Research and Innovation Centre: Tracks emerging technological developments and predicts potential vulnerabilities that cybercriminals might exploit.

National Cyber Crime Forensic Laboratory Ecosystem: A state-of-the-art facility established at CyPAD, Dwarka, New Delhi, providing early-stage cyber forensic assistance to investigators.

Platform for Joint Cyber Crime Investigation Team: Facilitates coordinated multi-jurisdictional action against cybercrime threats across state boundaries.

Cyber Dost and public awareness initiatives

Cyber Dost is a social media initiative launched by the Ministry of Home Affairs in March 2018 to educate citizens about cybercrime prevention. Operating primarily through the @CyberDost handle on X (formerly Twitter), the initiative provides safety tips on safe online banking, identity theft prevention, and secure internet usage for children.

The initiative has expanded to multiple platforms including Facebook, Instagram, and Telegram. The government has sent over 100 crore SMS messages on cybercrime awareness to the public. Additionally, I4C has trained over 40,000 NCC cadets and more than 53,000 NSS cadets in cyber hygiene practices.

ISEA: Educational resources for all

The Information Security Education and Awareness (ISEA) project operates under the Ministry of Electronics and Information Technology (MeitY). The initiative aims to develop human resources for creating a safe, trusted, and secure cyberspace in India.

ISEA provides multilingual, user-friendly cybersecurity resources tailored for different demographics including children, women, students, and government officials. The portal offers training and certification programs for Chief Information Security Officers (CISOs), bootcamps for students, hackathons, and innovation challenges. Through its StaySafeOnline initiative, ISEA promotes cyber hygiene awareness among common citizens.

Cyber Coordination Centre (CyCord): Connecting stakeholders

CyCord was launched by Prime Minister Narendra Modi on December 22, 2018 at the DGPs/IGPs Conference. This portal serves as a one-stop platform for law enforcement agencies and other stakeholders to collaborate on cybercrime resolution.

The primary function of CyCord is to bring together cybersecurity experts from government agencies, leading technical institutions, R&D organizations, and industry to help law enforcement respond effectively to cyber incidents. The platform facilitates sharing of case studies, research findings, and solutions to complex cyber issues. It enables knowledge exchange between states and provides a space for formulating research problems and developing coordinated responses to emerging threats.

Cyber Swachhta Kendra: Cleaning the digital ecosystem

Extending the philosophy of the Swachh Bharat campaign to cyberspace, the Cyber Swachhta Kendra (Botnet Cleaning and Malware Analysis Centre) was established in February 2017. Operated by the Indian Computer Emergency Response Team (CERT-In) under provisions of Section 70B of the Information Technology Act 2000, this centre is part of the Digital India initiative.

How the botnet cleaning system works

The centre operates in close coordination with Internet Service Providers and antivirus companies. When a botnet infection is detected, the centre alerts ISPs, who then inform affected end-users about the malware on their systems. The centre provides free bot removal tools developed in partnership with antivirus companies like Quick Heal, eScan, and K7 Security.

Citizens receiving alerts can visit the CSK portal to download cleaning tools and educate themselves about various cyber threats. The centre also collaborates with banks to detect malware infections in banking networks and works with cybersecurity companies, law enforcement agencies, and global threat intelligence platforms to identify infected systems.

Pink Legal represents a unique private initiative that complements government efforts. Founded by Hyderabad-based advocate Manasi Chaudhari, this portal is India’s first platform dedicated exclusively to explaining women’s legal rights in accessible language.

The website covers a wide range of issues relevant to women in the digital age, including cyberbullying, sexual harassment, stalking, domestic violence, and property rights. Pink Legal breaks down complex legal provisions into easy-to-understand explanations, helping women understand their rights under various laws including the Information Technology Act and the Criminal Law Amendment Act 2013.

The platform allows women to submit legal queries through a dedicated form and helps connect them with lawyers when needed. During the COVID-19 lockdown, the Pink Legal team ran a campaign called “21 Days – 21 Rights” to create awareness about one social problem and relevant law each day. The platform has become particularly valuable for explaining what constitutes cyber harassment and guiding victims through the complaint process.

The interconnected ecosystem

These organizations do not operate in isolation. The I4C serves as the central coordinating body, with the National Cyber Crime Reporting Portal as its public interface. CyCord enables collaboration among law enforcement agencies, while CERT-In and the Cyber Swachhta Kendra handle technical aspects of malware detection and system cleaning. Awareness initiatives like Cyber Dost and ISEA ensure citizens have the knowledge to protect themselves, while platforms like Pink Legal address specific population segments with targeted legal information.

The Ministry of Home Affairs has also provided financial assistance of โ‚น131.60 crore under the Cyber Crime Prevention against Women and Children Scheme to States and UTs for setting up cyber forensic laboratories and training personnel. As of late 2024, the government has blocked over 6.69 lakh SIM cards and 1.32 lakh IMEIs reported by police authorities for involvement in cybercrimes.
